၂၀၂၆ ခုနှစ် ဇွန်လ ၁ ရက် (၀၉:၃၀ နာရီ) တွင် တရုတ်ပြည်သူ့သမ္မတနိုင်ငံ၊ ချုံချင့်မြို့ရှိ Yuelai International Convention Center ၌ “ချုံချင့်မှ အက်ခရာသို့- ညှိနှိုင်းနိုင်သော ကုန်စည် စာရွက်စာတမ်းများ ဆိုင်ရာ ကုလသမဂ္ဂကွန်ဗင်းရှင်း ၊ အားလုံးပါဝင်နိုင်သော ကမ္ဘာလုံးဆိုင်ရာ ကုန်သွယ်ရေး အလားအလာသစ်တစ်ခု တည်ဆောက်ရန် မြှင့်တင်ရေး” “From Chongqing to Accra: The UN Convention on Negotiable Cargo Documents (NCD) to Build a New Inclusive Global Trade Prospect Promotional Event” အခမ်းအနားကို ကျင်းပပြုလုပ်ခဲ့ရာ မြန်မာကောင်စစ်ဝန်ချုပ်ရုံး၊ ချုံချင့်မြို့မှ ကောင်စစ်ဝန်ချုပ် ဦးကျော်ဇေယျာလင်း ပါဝင်တက် ရောက်ခဲ့ပါသည်။
အခမ်းအနားသို့ ချုံချင့်မြို့ ပြည်သူ့အစိုးရ ဒုတိယမြို့တော်ဝန်များဖြစ်သည့် Mr. Huang Maojun နှင့် Mr. Zheng Xiangdong၊ တရုတ်နိုင်ငံ ကူးသန်းရောင်းဝယ်ရေးဝန်ကြီးဌာနမှ ဒုတိယဝန်ကြီး အဆင့်ရှိ Mr. Jiang Chenghua၊ တရုတ်နိုင်ငံ တရားလွှတ်တော်ချုပ်မှ ဒုတိယအဆင့်တရား သူကြီးချုပ် Ms. Wang Shumei၊ တရုတ်နိုင်ငံ သယ်ယူပို့ဆောင်ရေးဝန်ကြီးဌာနနှင့် အမျိုးသား မီးရထားအုပ်ချုပ်ရေးဌာနမှ တာဝန်ရှိသူများ၊ ကုလသမဂ္ဂ အပြည်ပြည်ဆိုင်ရာ ကုန်သွယ်မှု ဥပဒေ ကော်မရှင် (UNCITRAL) အတွင်းရေးမှူး Ms. Anna Joubin Bret နှင့် နိုင်ငံအသီးသီးမှ သံတမန်များ၊ ချုံချင့်နှင့် ချန်ဒူးမြို့အခြေစိုက် ကောင်စစ်ဝန်ချုပ်ရုံးများမှ ကောင်စစ်ဝန်ချုပ်များ နှင့် ကိုယ်စားလှယ်များ ၊ စီးပွားရေးအသင်းအဖွဲ့များမှ ကိုယ်စားလှယ်များ တက်ရောက်ခဲ့ကြပါ သည်။
အခမ်းအနားတွင် ကုန်သွယ်ရေးနှင့် ထောက်ပံ့ပို့ဆောင်ရေးကဏ္ဍများတွင် ဒစ်ဂျစ်တယ်အသွင် ကူးပြောင်းရေးကို မြှင့်တင်နိုင်ရေး၊ ကုန်ပစ္စည်းတင်ပို့သယ်ယူမှုဆိုင်ရာ စာရွက်စာတမ်းများကို အီလက်ထရွန်နစ်စနစ်ဖြင့် အသိအမှတ်ပြုနိုင်ရေးနှင့် UNCITRAL ၏ Negotiable Cargo Documents Convention (NCD Convention) ကို အကောင်အထည်ဖော် အသုံးပြုခြင်းအားဖြင့် နိုင်ငံတကာကုန်သွယ်ရေး လုပ်ငန်းစဉ်များ ပိုမိုထိရောက်လွယ်ကူလာစေရေးတို့ကို ဆွေးနွေး ခဲ့ကြသည်။ ထို့ပြင် ချုံချင့်မြို့ ဆိပ်ကမ်းနှင့် ထောက်ပံ့ပို့ဆောင်ရေးဆိုင်ရာ ရုံးက “Public Service Platform for Negotiable Cargo Documents” ကို မိတ်ဆက်ကြေညာခဲ့ပြီး၊ လုပ်ငန်းရှင်များက “Co-Building Rules and Ecosystem” ပူးပေါင်းဆောင်ရွက်မှု အဆိုပြုချက်ကို စတင် ထုတ်ပြန် ခဲ့ကြပါသည်။
United Nations Convention on Negotiable Cargo Documents (NCD Convention) ကို (၈၀) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံတွင် အတည်ပြုပြီးဖြစ်ကာ ၂၀၂၆ ခုနှစ်၊ အောက်တို ဘာလတွင် ဂါနာနိုင်ငံ၊ အက်ခရာမြို့တွင် လက်မှတ်ရေးထိုးသွားရန် စီစဉ်လျက်ရှိပါသည်။ ၂၀၂၆ ခုနှစ်သည် ကုလသမဂ္ဂနိုင်ငံတကာ ကုန်သွယ်မှု ဥပဒေကော်မရှင် (United Nations Commission on International Trade Law (UNCITRAL) ) ဖွဲ့စည်းသည့် နှစ် (၆၀)ပြည့်မြောက် သောနှစ်ဖြစ်ပြီး၊ ချုံချင့် မြူနီစီပယ်အစိုးရနှင့် UNCITRAL တို့မှ ပူးပေါင်း၍ NCD Convention ဆိုင်ရာ အသိအမြင်နှင့် အသုံးချနိုင်မှုကို မြှင့်တင်ရန် ရည်ရွယ်၍ လည်းကောင်း၊ နိုင်ငံတကာ ကုန်သွယ်ရေးနှင့် ထောက်ပံ့ပို့ဆောင်ရေးကဏ္ဍတွင် ဥပဒေဆိုင်ရာ စံနှုန်းများ ပိုမိုညီညွတ်လာ စေရန်၊ ဒစ်ဂျစ်တယ်ကုန်သွယ်ရေး ဖွံ့ဖြိုးတိုးတက်လာစေရန်နှင့် အာရှ၊ အာဖရိက အပါအဝင် ဒေသအသီးသီးအကြား ကုန်သွယ်ရေးချိတ်ဆက်မှုများ ပိုမိုတိုးမြှင့်နိုင်စေရန် လည်းကောင်း ရည်ရွယ်၍ ကျင်းပခြင်းဖြစ်ကြောင်း သိရသည်။
ထို့နောက် ကောင်စစ်ဝန်ချုပ်သည် ယင်းနေ့ ၁၅:၀၀ နာရီတွင် ချုံချင့်မြူနီစီပယ်ပါတီ အတွင်း ရေးမှူး မစ္စတာ ယွမ်ကျားကျွင်းဦးဆောင်သည့် ချုံချင့်မြူနီစီပယ်အစိုးရအဖွဲ့ တာဝန်ရှိသူများနှင့် အခမ်းအနားသို့ တက်ရောက်လာကြသည့် နိုင်ငံတကာမှ ကိုယ်စားလှယ်အဖွဲ့များ၊ သံတမန်များ တွေ့ဆုံပွဲသို့ တက်ရောက်ခဲ့ကြောင်း သိရှိရပါသည်။

Consul General of Myanmar Attended the Promotional Event on the UNCITRAL NCD Convention

On 1 June 2026 at 09:30 hrs, the promotional event entitled “From Chongqing to Accra: The UN Convention on Negotiable Cargo Documents (NCD) to Build a New Inclusive Global Trade Prospect” was held at the Yuelai International Convention Center in Chongqing, People’s Republic of China. U Kyaw Zay Yar Lin, Consul General of the Consulate-General of the Republic of the Union of Myanmar in Chongqing, attended the event.
The event was attended by Mr. Huang Maojun and Mr. Zheng Xiangdong, Vice Mayors of the Chongqing Municipal People’s Government; Mr. Jiang Chenghua, Vice Minister-level Official of the Ministry of Commerce of China; Ms. Wang Shuimei, Grand Justice of the Second Rank of the People Republic of China , the Supreme People’s Court of China; representatives from Ministry of Transport and the National Railway Administration; Ms. Anna Joubin-Bret, Secretary of the United Nations Commission on International Trade Law (UNCITRAL); diplomats from various countries; Consuls General and representatives from consular missions based in Chongqing and Chengdu; as well as representatives from business associations and enterprises.
During the event, participants discussed ways to promote digital transformation in trade and logistics, facilitate the recognition of electronic cargo transport documents, and enhance the efficiency and convenience of international trade procedures through the implementation of the UNCITRAL Negotiable Cargo Documents Convention (NCD Convention). In addition, the Chongqing Port and Logistics Office introduced the “Public Service Platform for Negotiable Cargo Documents,” while business representatives jointly launched the “Co-Building Rules and Ecosystem” initiative.
The United Nations Convention on Negotiable Cargo Documents (NCD Convention) has been approved by the 80th Session of the United Nations General Assembly and is scheduled to be opened for signature in Accra, Ghana, in October 2026. The year 2026 marks the 60th anniversary of the establishment of the United Nations Commission on International Trade Law (UNCITRAL). The event was jointly organized by the Chongqing Municipal Government and UNCITRAL with the objectives of raising awareness and promoting the practical application of the NCD Convention, enhancing harmonization of legal standards in international trade and logistics, fostering the development of digital trade, and strengthening trade connectivity among regions, including Asia and Africa.
Subsequently, at 15:00 hrs on the same day, the Consul General attended a meeting hosted by Mr. Yuan Jiajun, Secretary of the Chongqing Municipal Committee of the Communist Party of China, together with officials of the Chongqing Municipal Government, international delegations, and diplomats who had participated in the event.
